As far as I know, there's no set criteria other than that the skaters should be retired and have won medals (as the name suggests, lol).

I found this catalog in an IMG website. Page 3 has the information on MWO 2015. My impression is the invitation list included here was their initial plan. You would notice that there is already some changes in the invited ladies' list:

Does anyone have the most updated English list of the competitors? All the articles I've found are written in Japanese.

The thing is that the event actually is an invitational, although the name bills it as an open.

The announcement sheds very little light on how the entries are chosen:
ENTRIES
The eligible skaters will be invited through respective ISU Members.
The ISU Member that the ineligible skaters formerly represented will be notified of their participation.

I just found out about this and I'm so excited for this event! This competition seems like a gain no matter who wins, because all of them get prize money in the end (and more recognition than they already have). ;)
