For international competitions, that would just really help even more the American skaters don't you think ?

I think a 67%-33% split, 6 U.S. judges and 3 for everyone else combined would do the trick.

Just a pointer... this thread is about National Bias in international competition.
If we start looking at National bias at national competitions... there are only a few countries who seem to be relatively fair... some countries like the USA and Russia have very generous panels... some countries like Japan (at times) and Canada (for singles especially) have very strict panels...

For a moment I thought we were going to dip into a discussion about the German Nationals panels when they list the judges according to their länder....so we have Judge 1 from Baden-Württemberg, Judge 2 from Sachsen, etc

HEHE judges in Canada, listed by provinces would be fun too considering most dance teams, pairs train in Quebec and the number of top Quebec women right now.. it may get ugly.
