Under-Rotations Clarification

So I was discussing with my friend at the rink about under-rotations:
Do judges count the quarter mark from the take-off position to the landing?
Or from the position in which you actually leave the ice to the landing?
Must be a nightmare to be a member of the TP trying to call jumps.

I guess they count the air travel direction's relation to the landing curve. It doesn't look like they look at takeoff at all.

So the direction prior to the pre-rotation?
In which case a skater can miss a half turn revolution? A quarter from pre-rotation and a quarter for the landing?
I'm still on my doubles so pre-rotation isn't a big issue yet but It would be good to know in the future.

"Prior to the pre-rotation"? :think: They don't even seem to care about 270 degree pre-rotation so I doubt it's a concern for them.
