I was under the impression that relying too much on upper body leads to more pre rotation and potential back problems? (e.g. I've been reading that zhenya medvedeva's back problems could have been caused by her using her upper body to muscle/finish her rotations)

My off ice trainer (who also does elite skaters) gave something like this to me, but slower - hold the resistance both in and out- and with 2 bands instead of one. We do both sides also. What exercises each person needs depends on the individual. In general I would avoid doing resistance exercises that fast and bouncing like that.

What elite skaters need to do I can’t really tell you. But I think most more recreational skaters already tend to have strong legs and relatively weaker back and oblique muscles which are some of the most important in skating, so you can’t really go wrong with exercising them.
