USFS Skater Funding

Ok, I am somewhat familiar with the envelope/tier system. But the FOFS page specifically states the donations go to helping skaters “of all levels.” They promote that as including skaters on much lower levels and even Learn to Skate classes. Does anyone know how funding works outside of the envelope/tier system?

I'm not sure about how funds generated through Friends of Figure Skating are distributed. At a guess, I'd imagine anything for low-level skating is support for programs that benefit skaters at those levels, rather than to individual low-level skaters.

Any funding from sources unrelated to US Figure Skating (e.g., local clubs, local or regional nonprofit organizations focusing on figure skating or sports in general or youth activities in general) would be determined by whatever those funding sources are.
