What is your perspective on the difficulty / generally-suggested learning order of one-foot turns?

For Example:
1. FO 3
2. FI 3
3. BO 3
4. BI 3
...
16. BO Bracket

Just wondering since the USFS curriculum ends after those first four, not even covering rockers, counters, and brackets at all. I imagine that there will be quite some variation in orderings, but I am wondering if any common / prevailing trends will be apparent.

It’s because it’s an introductory learn to skate curriculum, it’s not supposed to be comprehensive. For a rough order you can look through the MIF tests to see what order they introduce the turns in.
