Hi! Is it necessary to have a U.S. citizenship in order to compete in Basic Competitions or Open non-qualifying?

Nope. You can even compete at Regionals as a non-US citizen. I know a Russian that has competed there.

We know a different family whose skater now represents another Federation (joint citizenship). That parent told me that there is nothing that prevents her daughter from also skating at Regionals.

I think Alexei Krasnozhon does not have US citizenship and represents the US internationally.
Here's an interview from 2016 where he said he did not have it at that time: https://www.ifsmagazine.com/alexei-kasnozhon-chasing-american-dream/

And he just got his green card! He posted about it on Insta: https://www.instagram.com/p/BtFO_FlBYId/

You need citizenship for the country you're representing for the Olympics but that's about it. Even at the World Championships, so long as a skater gets ISU clearance and meets certain residency requirements, they're in the clear.

So you're good to go, frostea!
