There's International Figure Skating. Then USFSA has their own US based magazine.
IFS can be found at any bookstore in the sports section of the magazines. Usually Barnes and Noble has them.

I'm not sure if you are into Team Japan and their figure skaters. If so, you will find on Amazon Japan that there are many figure skating magazines that are sold. I purchased one for the photos of my favorite skater. Of course, they are all in Japanese. It was easy to order and arrived fast. Probably the only negative was that the shipping was a bit expensive.
