Is there a standard deduction for touching the boards, not choreographically but if the skater runs out of room and bumps into the boards with their hands? Or instead of a deduction is it just done on the GOE?

No. If they did it on a jump, they could lose GOE, otherwise you could reduce for PCS, but there's no standard deduction. It would probably depend on how hard the skater hit the boards and how much of a detraction it made from their program.

Unfortunately, there is also no standard deduction for habitually jumping way too close to the boards and giving your fans palpitations. (side-eyeing certain skaters)

Of course, if a collision with the boards caused a fall, there would be a deduction for that.
