Still better than having no competitive experience at all for at least half of the season, I guess. If they do allow it, it could be especially useful for those foreign skaters from small feds who don't have much domestic competition. Maybe the guys who train in Russia (e.g. Kvitelashvili) or those from some European countries that might have less travel restrictions. Even without being scored, it could help raise their spirits and keep them motivated.

So far, we see no obstacles to the tournament. It is scheduled for September 1-4 at the Megasport arena," Ovsyannikov said.
Moscow Championship among juniors scheduled for Sept 1-4.

It seems that all single skaters born before 1st july 2016 will participate in senior domestic competitions this season (or at least those who can be potetially in the olympic team).
Samsonov will miss the skates of the junior Russian national team due to injury
https://www.sportsdaily.ru/news/mishina-figurnoe-katanie-peterburg“I didn't know that they wanted to cancel all the competitions,” Mishina admitted. - I listened to the program “Overtime with Gennady Orlov” on Ekho Moskvy last week, in which it was said that there is a decree according to which they want to ban athletes under 18 from participating in competitions. Then for several days there was no confirmation, and I thought that nothing like this would happen ...
This is, of course, bad. The guys train in order to perform and compete. For them, this is exactly the incentive to keep in shape and roll out programs. And so the season is without international starts, so there will be no tournaments in St. Petersburg either ...
- How do students react to recent events?
- Our guys are preparing, while there are no decadent moods. Now they are preparing for the show in groups in St. Petersburg. They just wanted to clarify whether the figure skaters under 18 will skate. But today's news is unsettling. Perhaps Alena Leonova is already aware, although the general meeting of Federation members is in September.
Even Gennady Sergeevich said that the lack of competition is a disaster for athletes. It's not just about skaters, but all kinds of sports. Any competition is a real stimulus for everyday work. First we overcame the forced [spring-summer] break, got in shape, held a training camp, and now such news ...
Test skates will take place on August 26 - 28 in St. Petersburg. On September 3, a general meeting of the members of the St. Petersburg Figure Skating Federation will take place.
https://m.sport-express.ru/figure-s...-rasskazali-o-kalendare-kubka-rossii-1701494/- A version of the following calendar was circulating on the Web - Syzran, Moscow, Sochi, Kazan and Moscow again. Does it reflect reality?
- Yes of course. Could the calendar be expanded? There are very big difficulties now with obtaining permission for any mass event. There are many coordinating authorities, in each region you need to actually reach out to the governor, and for this to go through several levels of local authorities. We have to reinsure ourselves. The latest developments take into account the nuances of this year's international calendar, in particular, by dates.
Source? Beause how do they qualify for Junior Nationals? That was only speculated for Kamila, no one else.
I saw only talks, but allegedly Anna Frolova was admitted for the senior cup stages as well, reasons should be born before 1st july 2006 and having JGP entry the last season. I can't say it is true, my abilities in russian don't go so far to find reliable source.
Whatever the case, hoping Samsonov recovers and it is not something career ending.
Has Kolyada retired? I feel like I haven't heard anything from his camp in ages.
