For livestream, I am using the for-pay service, NBC Sports Gold (browser Internet Explorer)
If you buy this service, remember to set your Filter to Figure Skating to avoid popups to purchase packages for other sports.
It is not clear that the Junior Grand Prix Final is included.

Yes, they will. Ted confirmed it. It's in his hometown, after all. He couldn't miss it..

As of today, the JGPFs are not listed on NBC Sports Gold. Seniors are listed, but not Juniors which will begin earlier in the day on Thursday: http://www.isuresults.com/schedules/gpf2018_ColouredTimeSchedule.pdf
