I think the skating federation are paying for the skaters, not the host...

Oh. In the Grand Prix events, the organizers are the one footing the bill..... except for the travel expenses of judges, which is covered by ISU. I kinda assumed Senior B's are the same.

Indeed. Unless the federation is short of money and skaters pay for themselves.

Host pays accomodation in Grand Prixs but not in Challengers.
Here host pays accomodations for technical panel and judges and travel expenses only for technical panel.
